The Director of the Division, or the designated representative of the Director, shall be responsible for establishing the residence eligibility and authorizing the return of a patient who is outside the District and who requires hospitalization at District expense.
The Director of the Division, or the Director's designated representative, shall also secure authorization from other states for return to them of District non-residents hospitalized in the District of Columbia at District expense or committed to St. Elizabeths Hospital and shall transport those patients on the authorized return.
