Rule 29-5205 - COMMUNITY SUPPORT
5205.1

Community Support services include:

(a) Participation in the development and implementation of a consumer's individualized Plan of Care;
(b) Mental health interventions to increase and improve independent and community living skills, social skills, and support networks, and address social determinants of health, in order to ameliorate life stresses resulting from the consumer's mental illness or emotional disturbance. Mental health interventions include psychoeducation, problem solving, coaching, reflection, feedback, and non-clinical care coordination;
(c) Mental health education to the consumer, and mental health education and consultation to the consumer's family and support system that is directed exclusively to the well-being and benefit of the consumer;
(d) Individual mental health interventions (e.g., psychoeducation, problem solving, coaching, reflection, feedback) for the development of interpersonal and community coping skills that allow consumers to function effectively in their key life roles, including adapting to home, school, and work environments;
(e) Assisting the consumer in symptom self-monitoring and self-management for the identification and minimization of the negative effects of psychiatric symptoms, which interfere with the consumer's daily living, financial management, personal development, or school or work performance;
(f) Developing strategies and supportive mental health interventions via identification of community resources and referrals and linkages to other services that improve the consumer's social determinants of health, and to avoid out-of-home placements, and build stronger support networks; and
(g) Developing mental health relapse prevention strategies and plans and coaching the consumer to implement them and teaching the consumer and the consumer's family and support system to recognize and manage possible triggers that could destabilize recovery efforts, in order to prevent crisis.
5205.2

Community Support services shall:

(a) Be provided in fifteen (15) minute units;
(b) Be provided in individual or group interventions
(c) Require prior authorization in accordance with requirements set forth in Chapter 34 of Title 22-A DCMR; and,
(d) Be provided in a DBH-certified community mental health rehabilitation services agency, the client's home or other community setting, or a residential facility consisting of sixteen (16) beds or less.
5205.3

Community Support shall be delivered in accordance with the requirements set forth in Chapter 34 of Title 22-A DCMR.

5205.4

Community Support shall not be billed while a consumer is enrolled in ACT, unless the service is rendered by another MHRS provider and is:

(a) During the first thirty (30) calendar days after enrollment into ACT or within thirty (30) calendar days prior to disenrollment from ACT; or
(b) The service is otherwise authorized by DBH.
5205.5

Community Support shall not be billed on the same day as CBI, unless:

(a) The Community Support is provided within thirty (30) calendar days after enrollment into CBI or within thirty (30) calendar days before discharge from CBI; or
(b) The service is otherwise authorized by DBH.
5205.6

Group Community Support shall not be billed on the same day as Rehabilitation Day Services.
