Each child-placing agency shall have a board of directors (Board) which shall be the governing body responsible for the operation, policies, and practices of the agency.
The Board shall have, as members, at least five (5) unrelated persons, who are representatives of diverse communities and experience, have knowledge of and belief in the program, and are able to contribute to it from their experience.
The members of the Board shall include past consumers of services of a child-placing agency. There shall be a written policy statement providing for the rotation of Board members.
The executive director of the child-placing agency may be a member of the Board. The executive director shall not serve as a presiding officer of the Board.
Members of the Board shall be of good character as determined by letters of reference and criminal background investigations.
