The members of the Board may amend any provision of this chapter, except those provisions establishing officers of the Board; provided, that no amendment to the rules may be adopted which is in conflict with D.C. Law 2-107 or other applicable law.
Any proposed amendment shall be presented to the Chairperson in writing so that notice may be given to the members of the Board at least one (1) week prior to the time it is to be considered.
The adoption of any amendment shall require a two-thirds (2/3) vote of those present and voting.
When considering amendments to the rules, the Chairperson shall not accept proxy votes from members.
