The total cost of a contract shall be the sum of the allowable direct and indirect costs allocable to the contract, incurred or to be incurred, less any allocable credits.
In ascertaining what constitutes a cost, the contracting officer may consider any generally accepted method of determining or estimating costs that is equitable and is consistently applied, including standard costs properly adjusted for applicable variances.
Whenever a contractor is required by the District to submit a price proposal, the contractor shall estimate costs in a manner consistent with generally accepted cost accounting practices which are consistently applied, and which are consistent with the provisions of this chapter.
