Rule 27-1621 - PRE-PROPOSAL CONFERENCES1621.1The contracting officer may conduct a pre-proposal conference to brief prospective offerors after a solicitation has been issued but before offers are submitted.
1621.2The contracting officer or designated representative shall:
(a) Conduct the pre-proposal conference;(b) Furnish all prospective offerors identical information concerning the proposed procurement;(c) Make a complete record of the conference; and(d) Promptly publish a copy of that record to all prospective offerors.1621.3The contracting officer shall inform all pre-proposal conference attendees that:
(a) Remarks and explanations at the conference do not qualify or amend the terms of the solicitation; and(b) Nothing stated at the pre-proposal conference shall change an RFP unless a change is made by the contracting officer by written amendment.D.C. Mun. Regs. tit. 27, r. 27-1621
