Any person aggrieved by a final order or decision of the Department may seek judicial review in accordance section 9(e) of the An Act Relating to the adulteration of food and drugs in the District of Columbia, approved February 17, 1898 (30 Stat. 248; D.C. Official Code § 48-109(e) ).
