Employees transferred to the PBC as of the effective date of the implementation of the PBC (October 1, 1997) shall retain their original date of hire and seniority, and shall lose no benefits held prior to the transfer. Those employees hired or transferred to the PBC after the date of implementation to the PBC are considered new hires, subject to seniority and benefits accruing to a new hire.
