Any person who willfully does not comply with the reporting requirements set forth in § 215 or the access to records required in § 216 shall be guilty of a misdemeanor, and upon conviction, subject to a fine not to exceed one thousand dollars ($ 1,000).
Any person who willfully violates the confidentiality provisions set forth in § 217 shall be guilty of a misdemeanor and, upon conviction, subject to a fine not to exceed five thousand ($ 5,000) dollars, imprisonment for not more than ninety (90) days, or both.
