Each regular and special meeting of the Council of Chairpersons shall be open to the public.
The Council shall hold at least six (6) regular meetings each fiscal year on a date and at a time to be decided upon at the first regular meeting of the year.
Special meetings may be called by the Council Chair, with three (3) days notice to each NPC Chair (Youth and Adult). Said notice may be mailed or telephoned and must state the purpose of the meeting.
Representation by seven (7) of the twenty (20) NPCs shall constitute a quorum at all regular and special meetings.
Each NPC shall be entitled to one adult vote and one youth vote in the Council, to be cast by the ranking elected youth and adult officers present.
The NPC Chairperson may designate another member of the NPC to cast the NPC's vote in the event that no elected officer will be present; provided, that the NPC Chairperson notifies the Council Chair of that designation. A youth representative may be designated only by the Youth Chairperson. No paid adult may vote.
