Rule 19-312 - PAYMENTS FOR VALUE RECEIVED312.1The CCO shall take all reasonable action to prevent employees from making any unauthorized obligation to procure goods, services or construction.
312.2The CCO may make a payment for value received under an unauthorized obligation if the CCO makes a written determination that:
(a) the Authority has obtained a benefit from another party's performance pursuant to the unauthorized obligation;(b) the obligation is within the authority conferred on the CCO by these regulations;(c) the price to be obligated for performance is fair and reasonable; and(d) sufficient funds were available at the time of the unauthorized obligation and remain available.D.C.
