Briefs on appeal shall not be required.
If the appellant desires to file a brief, it shall be filed in duplicate and in the form required by chapter 10 of this title.
A brief shall be filed in the same manner and at the same time as the filing of the notice of appeal, unless the time to do so is extended by the Appeals Board for good cause.
Failure to file briefs within the time allowed shall not be considered an abandonment of the appeal. The appeal may go forward notwithstanding the absence of a brief.
