No person shall drive a commercial motor vehicle in the District of Columbia unless he or she has a valid commercial driver license or a commercial learner permit and with all applicable endorsements.
A driver of a commercial motor vehicle, while driving the vehicle in the District of Columbia, shall have in his or her immediate possession a commercial driver license or a commercial learner permit authorizing the operation of the vehicle, and shall, upon request, make it available to any authorized law enforcement officer.
