An official record of the hearing shall be maintained in each case, including, but not limited to, testimony and exhibits. A transcription of the hearing shall not be made unless requested pursuant to § 3120.
The testimony and exhibits, together with all papers filed in the proceedings, and materials or facts with respect to which official notice is taken, shall constitute the exclusive record of the hearing.
