The Decision and Order of the Office of Adjudication shall be in writing, shall be issued no later than ninety (90) days from the date the hearing is completed of the hearing record is closed, whichever is later, and shall include, or be accompanied by, written findings of fact and conclusions of law.
The Decision and Order shall be served on all parties, pursuant to § 1506.1 of this chapter.
