Hearings shall be conducted as adjudicatory proceedings.
Parties have the right to present their cases or defenses in person or by counsel, by oral and documentary evidence, to submit rebuttal evidence, and to conduct such cross-examination as may be required for full and true disclosure of facts.
Procedurally, a complainant's case shall be presented first, and the respondent's case shall follow.
