This chapter sets forth rules governing the operation of the Senior Citizens' Home Repair and Improvement Program Fund (hereinafter the "Fund"), administered by the District of Columbia Department of Housing and Community Development (DHCD).
The purpose of the Fund shall be to provide affordable loans to lower-income and moderate-income senior citizen homeowners for home repairs and improvements necessary to ensure health and safety in their principal place of residence.
The Program is established under authority of the Senior Citizens' Home Repair and Improvement Program Fund Act of 1987, D.C. Official Code §§ 42-2401 et seq. (2001).
The Director may, for good cause shown in writing, waive any provision of this chapter, except the provisions of §§ 3003.1, 3003.2, and 3003.3, consistent with applicable law. All waivers shall be justified by a determination that undue hardship will result from applying the requirement and where application of the requirement would adversely affect the purpose and objectives of the Senior Citizens' Home Repair and Improvement Program.
