Rule 12-A1704 - SPECIAL INSPECTIONS AND TESTS, CONTRACTOR RESPONSIBILITY AND STRUCTURAL OBSERVATION

Strike Section 1704.2.1 in the International Building Code in its entirety and insert new Sections 1704.2.1 and 1704.2.1.1 in its place in the Building Code to read as follows:

1704.2.1

Special inspector qualifications. Prior to the start of the construction, the owner shall provide written documentation to the code official identifying approved agency who will perform the special inspections and tests during construction.

The registered design professional in responsible charge and engineers of record involved in the design and/or installation work for the project are not permitted to act as the approved agency. The approved agency and its personnel shall comply with the independence requirements in Section 1703.1.1.

Personnel. An approved agency shall employ or contract with experienced personnel educated in conducting, supervising and evaluating tests or inspections, or both. Upon request by the code official, documentation shall be provided demonstrating the applicable agency's accreditation as noted in ASTM E329 and the pertinent training, certifications and other qualifications of special inspection personnel performing special inspections or tests associated with the proposed construction. The code official is authorized to prescribe the manner of qualification documentation and frequency of updating information regarding agency or individual inspector approval. Persons providing special inspection services, including firms or individual inspectors seeking approval of alternative certifications or qualifications, or both, listed in ASTM E329, are allowed to submit documentation demonstrating equivalency. This documentation is allowed to include evidence of meeting other recognized standards or alternative certifications to demonstrate that the minimum qualifications, certification and experience intended by ASTM E329 have been met. The code official, if satisfied that equivalency has been demonstrated, is authorized to approve the credentials of the person.

Strike Section 1704.2.3 in the International Building Code and insert new Section 1704.2.3 in the Building Code in its place to read as follows:

Statement of special inspections. The applicant shall submit a statement of special inspections in accordance with Section 106.3 as a condition for permit issuance. This statement shall be in accordance with Section 1704.3.

Exceptions: A statement of special inspections is not required for portions of structures designed and constructed in accordance with the cold- formed steel light- frame construction provisions of Section 2211.7 or the conventional light- frame construction provisions of Section 2308.

Strike Section 1704.6, Structural Observations, in the International Building Code in its entirety without substitution.
