Petitions for the creation of a new zone shall be consistent with the conditions of this section.
The new zone shall be for a well-defined geographic area with generally similar development characteristics and land use.
Proposed new zones shall not be inconsistent with the Comprehensive Plan or with applicable small area plans.
Proposed new zones shall not result in adverse impacts on the environment or adjacent lands.
Proposed new zones shall not result in the undue diminution of property rights.
Petitions for a new zone shall be accompanied by the following:
If the proposed new zone involves a reduction in any development standard or property right, an effected property owner in opposition shall be given an equal amount of time as the petitioner to present their opposition. The opposing property owner shall not be required to meet the same burden as that of significant community support.
