Rule 11-2504 - STRIPPING OF TOPSOIL2504.1No person, firm, or corporation other than the District of Columbia government or an agency acting under contract with the District government shall remove topsoil or sod in any zone district, other than an M District, except under one (1) of the following conditions:
(a) In connection with the construction or alteration of a building for which a building permit has been previously issued, or in connection with excavation or grading incidental to the building or maintenance of the building grounds;(b) In connection with normal lawn preparation and maintenance on the lot from which the topsoil or sod is removed;(c) In connection with any accessory use incidental to a permitted use;(d) In connection with the construction or alteration of a street or alley; or(e) As incidental to a use permitted in § 2505.D.C. Mun. Regs. tit. 11, r. 11-2504
