The Mayor shall prepare on an annual basis a CDP pursuant to the requirements of the Act, including notice and hearing requirements.
Following submission to and approval of the CDP by the Council, DHCD shall implement the program and activities of the approved CDP.
Any modifications to the CDP shall be made in a manner consistent with § 3 of D.C. Code § 5 -902.
