Prior to final DHCD approval of the project and the provision of financial assistance or disposition of land, the applicant shall meet all conditions of the DHCD conditional approval and other requirements of this chapter to the satisfaction of DHCD.
Each applicant shall agree in writing to permit all inspections of the property and project records as DHCD and other District agencies deem necessary to ensure the quality of the rehabilitation or construction work and compliance with District of Columbia laws and regulations during the construction period and home sales period.
Each applicant shall agree to execute any standard DHCD financial assistance agreements, land disposition agreements and any other pertinent documents as determined by DHCD.
Each applicant shall demonstrate that the property meets the requirements of the zoning regulations of the District of Columbia for the use, location and occupancy level intended.
Each applicant shall provide evidence that it has accumulated at least three hundred thousand dollars ($300,000) consistent with the requirements of § 4003.6.
Each applicant shall submit written commitments from recognized lender(s) providing sufficient funds, as determined by DHCD, to complete development of the project, including both interim and permanent loans or financing. The applicant shall also submit written consent by the lender(s) to the terms and conditions of DHCD's Nehemiah Program assistance.
Final acceptance of each proposal may be subject to the applicant's ability to obtain a general contractor acceptable to DHCD.
Each applicant may be required to submit final construction or rehabilitation cost estimates acceptable to DHCD.
Each applicant shall meet all applicable District of Columbia minority contracting and equal opportunity hiring requirements.
Each applicant shall be required to submit a final Nehemiah Marketing and Home Purchase Assistance Plan, as required by § 4007.8, which is satisfactory to DHCD.
Prior to closing on any financial assistance or disposition of land, DHCD shall issue a final letter of approval or rejection of the project to the applicant.
