The provisions of this section shall apply to documents issued under §§ 2103 and 2105.
Prior to the issuance of a prospectus, request for proposals or bids, or other notification to solicit offers ("offering documents") for urban renewal properties, the Agency shall submit a draft copy of the offering document to the Council for a thirty (30) day period of review excluding days of Council recess.
Unless approved by the Council during the review period, no offering document may be issued until the end of the thirty (30) day period of review beginning the day the offering document is transmitted by the Agency and received by the Chairman of the Council, subject to the provisions of § 2104.4.
If, during the thirty (30) day review period, the Council adopts a resolution disapproving the offering document, the document shall not be issued.
