The witnesses called upon by each party in making its presentation shall not be required to testify under oath.
The presiding officer shall ask each witness prior to his or her testimony if he or she is familiar with the provisions of law imposing penalties for knowingly making false representations in connection with any matter within the jurisdiction of the Agency.
