The purpose of this chapter is to outline the policy for official publications.
The Administrative Procedure Act, Pub. L. No. 90-614, (D.C. Code §§ 1-1501 et seq.) established the District of Columbia Register (referred to as the D.C. Register) as the official publication for giving notice to the public of rules and regulations as well as items of general interest.
In addition to rules and regulations, the following items are authorized to be published in accordance with D.C. Code § 1-1533:
Publication in the D.C. Register of rules adopted, amended, or repealed shall not be considered as a substitute for publication in one or more newspapers of general circulation when that publication is required.
All courts within the District shall take judicial notice of rules published or of which notice is given in the D.C. Register pursuant to D.C. Code § 1 -1505(b).
Pursuant to the requirements of D.C. Law 2-153, the D.C. Register shall be published by the District of Columbia Office of Documents and Administrative Issuances.
