Section 4a-52-12 - Inspections and tests(a) The inspection of all supplies, materials or equipment and the making of chemical and physical tests of samples submitted with bids and samples of deliveries to determine whether or not the specifications are being complied with shall be made in the manner prescribed by the Commissioner.(b) Any item which fails in any way to meet the terms of the contract is subject to rejection or is to be paid for at an adjusted price basis. Any decision of the Commissioner pertaining to any such failure, rejection or adjustment shall be final and binding.Conn. Agencies Regs. § 4a-52-12
