Section 17-311-17 - Effect of filing, public records(a) The filing with the commissioner of any application, request for advisory ruling, petition, or request of any nature whatsoever shall not relieve any person of the obligation to comply with any statute or with any regulation or order of the commissioner.(b) Any request, petition, or application filed for the purpose of securing from the commissioner any final decision or other action authorized by law shall be part of the public records of the commissioner as defined by statute.
