No person shall be a master instructor unless such person complies with the requirements of section 14-73 of the Connecticut General Statutes, makes application to the commissioner, and Department of Motor Vehicles is approved by the commissioner. Subsequent to adoption of this section, no person shall be approved as a master instructor unless such person:
(1) Has been a commercial driving instructor or qualified secondary school teacher for at least five (5) years, and is in good standing with the department;(2) Provides a recommendation from a school administrator instructor that the applicant is a proficient driver, has good oral and written communications skills, and will be utilized as an instructor at a secondary school; and(3) Shall take and pass a master examination that demonstrates proficiency in instructing driving instructors, as determined by the commissioner.Conn.
