Any person who at any time has been a member of or employed by the board shall not be permitted to appear before the board as an attorney or representative for any person, school board or employee representative organization until the expiration of one (1) year from the termination of such person's employment with the board, nor shall such person at any time be permitted to appear in any case which was pending before the board during the period of such person's employment with the board.
