A complaint that any person, employee representative organization or school board has engaged in or is engaging in any prohibited practice under the Act may be filed by a board of education or an employee representative organization or a complaint that an employee representative organization has violated section 10-153e(c)(3) may be filed by an employee, any of which may hereafter be referred to as the person filing the complaint.
