The statutory basis for the enactment of the Rules, adopted by the State Board of Education on November 10, 2005 is found in 22-27.5-103(1), C.R.S. The Dropout Prevention Activity Grant Program requires the State Board of Education to promulgate rules which include, but are not limited to: procedures for applying for a grant, the form of the grant application, the information to be provided by the applicant, and the criteria for awarding grants.
