Section 12 CCR 2510-1-10.207 - TARGETING OF SERVICES [Rev. eff. 12/1/10]A. Preference and priority in the delivery of services shall be given to older adults with limited English proficiency, the greatest social or economic need with particular attention to low income minority older adults and individuals who are frail, homebound by reason of illness or have an incapacitating disability or otherwise isolated as defined below: 1. The need caused by non-economic factors which include physical and mental disabilities, language barriers, and cultural, social, or geographical (rural) isolation such as those caused by racial or ethnic status which restricts an older adult's ability to perform normal daily tasks or which threatens an older adult's capacity to live independently; and,2. The need resulting from an income level at or below the federal poverty guidelines.B. No person applying for or receiving services under the OAA shall be discriminated against based on age, gender, religion, race, ethnicity, sexual orientation, political belief, or disability.39 CR 01, January 10, 2016, effective 2/1/2016
