Section R-24-103-201-14 - DiscussionsWhen permitted by the solicitation type, discussions may be held with bidders or offerors for purposes of clarification.
(a) Bids or proposals may be initially classified as: (ii) potentially acceptable, that is, reasonable susceptible of being made acceptable; or(b) Bidders or offerors shall be accorded fair and equitable treatment.
