Section 21.04 - Commercial Activity, Soliciting, Advertising, Rights of Free Speech(1) No person, unless duly authorized by the Executive Director, shall in or upon any area of the Airport, including but not limited to any lobby, sidewalk, stairway, roadway, Airport highway, or any other appurtenance of the Airport: (a) Sell, or offer for sale any article of merchandise.(b) Carry on any commercial activity or conduct operations of a commercial nature.(c) Solicit any business or trade.(d) Solicit alms or funds for any purpose.(e) Post, distribute or display signs, advertisements, circulars, printed or written matter.(2) Persons applying for permission or authorization to display signs or distribute circulars, leaflets or other printed or written matter or otherwise to act in a manner not in conformity with the preceding, shall, if it is established to the reasonable satisfaction of the Executive Director or his designee that such activity is in the exercise of a constitutionally protected right, be granted such permission or authorization subject to conditions and limitations reasonably imposed for the safety of the applicants and the safe, proper and normal functioning of the Airport and the orderly flow of the traveling public at the Airport.
