310 CMR 3.00 are promulgated by the Department pursuant to the authority granted by M.G.L. c. 21 A, § 2(28); M.G.L. c. 21, § 27(12); M.G.L c. 21C, § 4; M.GL c. 21E, § 3(c); M.GL c. 21I, §§ 3 and 20; and M.GL. c. 111, §§ 142B and 142D. 310 CMR 3.00 are intended to assure that public access to and, to the extent authorized or required by law, the confidentiality of records and files obtained or made by the Department are in conformity with M.GL. c. 21, § 27(7); M.GL. c. 21C, § 12; M.GL c. 21E, § 12; M.GL c. 66, § 10; M.GL c. 111, §§ 142B and 142D, M.G.L c. 21I; and all other applicable statutes and regulations.
