Section 1503.423 - Consent orders(a)Issuance. At any time before the issuance of an Order Assessing Civil Penalty under this subpart, an agency attorney and a person subject to a Notice of Proposed Civil Penalty, or an agency official and a person subject to a Notice of Violation, may agree to dispose of the case by the issuance of a consent order by TSA.(b)Contents. A consent order contains the following:(1) An admission of all jurisdictional facts.(2) An admission of agreed-upon allegations.(3) A statement of the law violated.(4) A finding of violation.(5) An express waiver of the right to further procedural steps and of all rights to administrative and judicial review.
