Section 457.700 - Basis, scope, and applicability(a)Statutory basis. This subpart implements- (1) Section 2101(a) of the Act, which sets forth that the purpose of title XXI is to provide funds to States to provide child health assistance to uninsured, low-income children in an effective and efficient manner that is coordinated with other sources of health benefits coverage;(2) Sections 2107(a), (b) and (d) of the Act, which set forth requirements for strategic planning, reports, and program budgets;(3) Section 2108 of the Act, which sets forth provisions regarding annual reports and evaluation; and(4) Section 1139A and 1139B of the Act, which set forth the requirements for child and adult health quality measures and reporting. (b)Scope. This subpart sets forth requirements for strategic planning, monitoring, reporting and evaluation under title XXI.(c)Applicability. The requirements of this subpart apply to separate child health programs and Medicaid expansion programs, except that §§ 457.730 , 457.731 , and 457.732 do not apply to Medicaid expansion programs.
