Section 102-192.20 - How are "must" and "should" used in this part?In this part-
(a) "Must" identifies steps that Federal agencies are required to take; and(b) "Should" identifies steps that the GSA recommends. In their internal policy statements, agencies may require steps that GSA recommends.
