Section 713.21 - Electronic filing(a) You must use the Mercury Electronic Reporting (MER) application to complete and submit required information as set forth in § 713.17 . Submissions may only be made as set forth in this section.(b) Submissions must be sent electronically to EPA via CDX.(c) Access MER and instructions, as follows:(1) By website.
