3 5 U.S.C. 209(f) requires that any plan submitted pursuant to § 404.8(a)(8) and any report required by 3 5 U.S.C. 209(d)(2) shall be treated as commercial or financial information obtained from a person and privileged and confidential and not subject to disclosure under 5 U.S.C. 552 .
