Note 1: Gulf Coast Tier 1 is higher due to greater potential spill size and frequency in that area, and it is assumed that dispersant stockpiles would be centralized in the Gulf area. Alternative application ratios may be considered based on submission to Coast Guard Headquarters, Office of Marine Environmental Response Policy (CG-MER) of peer-reviewed scientific evidence of improved capability.
