In addition, an applicant must meet the following threshold requirements:
(a) Specify a management business plan for accomplishing one or more of the eligible activities specified in § 594.10 ;(b) Specify a strategy for achieving greater long-term private sector support, especially in cooperation with a neighborhood development funding organization; and(c) Specify a strategy for increasing the capacity of the applicant.
