Section 601.13 - Characteristics of Commission actions eligible for an Environmental Assessment(a) An EA is a concise document with sufficient information and analysis to enable the Executive Director to determine whether to issue a FONSI or prepare an EIS.(b) Commission actions that generally require an EA exhibit the following characteristics:(1) Minor but likely insignificant degradation of environmental quality;(2) Minor but likely insignificant cumulative impact on environmental quality; and(3) Minor but likely insignificant impact on protected resources.
