Section 10896 - Access to Recipient Compliance Information(a) Each recipient shall permit access by representatives of the Department during normal business hours to its books, records, accounts, other sources of information, and its facilities as may be pertinent to ascertain compliance with Article 9.5.(b) Where any information required of a recipient is in the exclusive possession of any other agency, institution, or person, and that agency, institution, or person fails or refuses to furnish such information, the recipient shall so certify and set forth its efforts to obtain such information and the basis for the withholding of such information.Cal.
