(a) Each program licensed by the Department shall become operational within six months after the date of licensure. Programs which fail to meet this time limit may reapply for a license by submitting to the Department a letter of explanation or a new protocol.(b) Each program shall notify the Department in advance of the date the program plans to begin its operations.
