Section 9416 - Utilization of Existing County-Operated Programs and Privately Operated Agencies(a) Preference given to the use of privately operated agencies does not mean that counties shall be required to financially assist a given party with the development or the operation of an alcohol program or service, although the county may, at its option, provide such assistance.(b) Prior to developing new county-operated programs, counties shall justify in the narrative section of the plan that no privately operated agency or service of comparable quality or cost is available.Cal.
