(a) Any exposed hazardous part of a flywheel 7 feet or less above the floor or working level shall be guarded. NOTE: The spokes of machine flywheels may be covered with a circular disk guard.
(1) When a flywheel extends into a pit or is within 12 inches of the floor and a guardrail is used, a toeboard shall also be provided. See Figure G-4.(b) When it is necessary to move flywheels for starting, guards may be removed temporarily but shall be replaced immediately after such operation is complete. A slot opening for jack bar will be permitted. Every jack bar should be equipped with a hand stop so located that it will safely clear the flywheel guard when fully inserted but will prevent the worker's hand being pinched between the slot and bar.
(c) Wherever flywheels are above working areas, guards shall be installed having sufficient strength to hold the weight of the flywheel in the event of a shaft or wheel mounting failure.Cal. Code Regs. Tit. 8, § 3995
