(a) Unless otherwise set forth in these Orders, blasting agents shall be transported, stored, and used in the same manner as explosive materials.(b) Unless otherwise set forth in these Orders, water gels, slurries, and emulsions shall be transported, stored, and used in the same manner as explosives or blasting agents in accordance with the classification of the product.Cal.
