Section 9800 - Definition(a) "Publisher" or "manufacturer" is any company, person, or entity that submits instructional materials to the California Department of Education (CDE) for review.(b) "Non-adopted instructional materials" are instructional materials that are not adopted by the State Board of Education (SBE).Cal.
