No person shall buy, sell, possess, receive, or transport any dead animal from which the hide or skin has been removed unless the meat and meat byproducts from such dead animal has been denatured with crude carbolic acid or cresylic disinfectant as specified in section 1180.43, or with other agents or methods approved by the Department for denaturing such dead animals.
